Quivera Enterprises serves as the business development and holding company for WTIDC's growing portfolio of tribally owned enterprises. Established in 2018, Quivera provides the structure, leadership, and operating platform needed to build, acquire, and grow businesses that strengthen the Tribe's long-term economic position.
Today, the portfolio spans technology, professional services, construction, government contracting, and strategic real estate.
Wichita Tribal Enterprises
Wichita Tribal Enterprises delivers technology, professional, and operational support services to federal agencies nationwide. Its record includes major engagements with the Department of the Interior, Bureau of Indian Affairs, Bureau of Indian Education, USDA, and other federal customers.
Anadarko Industries
Anadarko Industries provides IT infrastructure, aerospace logistics, facility operations, and business support services to federal agencies, prime contractors, and mission-driven organizations across the country.
Wichita Government Solutions
Wichita Government Solutions provides professional and mission-support services to federal customers, combining SBA 8(a) certification with the capabilities and resources of the broader Quivera portfolio.
Iscani Industries
Iscani Industries delivers general contracting, mechanical, electrical, fire-protection, and facility construction services for federal and commercial customers. Since its founding in 2020, the company has established a growing record of successful federal project delivery.
Southwind Construction
Southwind Construction Services expands the portfolio's construction capabilities and market reach. Acquired in 2024, Southwind represents an important step in WTIDC's strategy of combining organic business growth with disciplined acquisition.
Tribal real estate
WTIDC continues to expand the Tribe's economic asset base through strategic real estate ownership and development in Anadarko and the surrounding region. These properties can support commercial activity, community infrastructure, emergency preparedness, and future economic-development opportunities.
The purpose of this portfolio extends beyond business growth. Revenue generated through WTIDC and its enterprises strengthens the Tribe's capacity to invest in future development, tribal priorities, and opportunities for Wichita citizens.

Contract AwardsWichita Tribal Enterprises wins a $14M USDA end-user support contract spanning six federal locations nationwide.
Tribal ImpactWTIDC purchases the Oakridge Ministries property for $175,000, converting it into a future emergency command and food distribution center, and disburses $500,000 to tribal leadership.
Business GrowthWichita Government Solutions earns SBA 8(a) certification alongside Quivera Enterprises. Iscani Industries is founded and wins a $1.3M sole-source federal renovation contract within months.
Tribal ImpactQuivera Enterprises distributes $600,000 back to WTIDC for fiscal year 2021, funding future builds and projects.
Strategic AcquisitionQuivera Enterprises acquired Southwind Construction Services, expanding the portfolio's construction capabilities and marking an important step in WTIDC's acquisition strategy. The Tribe also approved oil and gas leases with Cimarex Energy covering 160 acres of jointly held land with the Caddo and Delaware Nations.
Contract AwardsWichita Tribal Enterprises is awarded a five-year, $28M task order under the Department of the Interior's ITSS IDIQ 3 vehicle, supporting the Bureau of Indian Affairs and Bureau of Indian Education through 2031. The Tribe also transfers the 300 West Main Street parking lot property to WTIDC, and Damon Evans is appointed to a five-year term as Commissioner.

Across the WTIDC and Quivera portfolio, economic development extends beyond contracts and business growth. Recent initiatives reflect continued investment in workforce development, community engagement, innovation, and opportunities for Wichita citizens.
Quivera Enterprises opened a hiring search for a Director of Finance & Accounting.
Quivera Enterprises hosted its inaugural “Dream. Grow. Thrive.” Youth Celebration in Anadarko, drawing 135+ youth attendees and distributing success kits to tribal education programs, alongside the Wichita Marketplace vendor event.
Quivera representatives participated in AI4 2026 to evaluate emerging technologies and their potential application across the portfolio.
Quivera Enterprises distributed a $1M dividend to WTIDC and opened its vendor directory to Native-owned businesses ahead of the Wichita Marketplace event.
Quivera's CEO and COO presented on government contracting careers for Indigenous students at the UNITY National Conference.
Quivera Enterprises launched its first formal Summer Internship Program — an 8-week paid program spanning accounting, operations, and project delivery, based in Edmond, OK.
